Welcome to another Legislative Day in the 7th Abia State House of Assembly.
The Speaker, Rt Hon Engr Chinedum Enyinnaya Orji led Principal Officers into the hallowed chamber.
Hon Paul Tharibo, Deputy Majority Leader and Member representing Ukwa West State Constituency led the opening prayer.
The Abia State House of Assembly commenced plenary after the adoption of Votes and Proceedings of Tuesday, 14th December, 2021.
PERSONAL EXPLANATION
Rt Hon Chikwendu Kalu, Member representing Isiala Ngwa South State Constituency said he was particularly delighted to witness his birthday which he described as a spiritual event. He thanked God for his immeasurable blessings upon him over the years and prayed for more blessed years ahead.
Rt Hon Chikwendu Kalu thanked the Speaker, his Colleagues and the entire staff of the Abia State House of Assembly for their support over the years.
Responding, the Speaker thanked God Almighty for adding another year to Rt Hon Chikwendu Kalu’s years. He congratulated him and wished him more years on earth in sound health.
ORDER OF THE DAY
Presentation of the report of the House Committee on ASOPADEC and Petroleum Matters on the alleged continuous marginalisation of Umuorie Asa-Isimiri Autonomous Community in Ukwa West Local Government Area, by the State.
In a motion moved by the Majority Leader, Hon Solomon Akpulonu, and seconded by Hon Mike Onyekwere Ukoha, Member representing Arochukwu State Constituency, item 1 on the Order Paper was deferred to be considered on another Legislative Day.
The Abia State 2022 Budget Breakdown by the State Commissioner for Finance.
COMMITTEE OF THE WHOLE
In a motion moved by the Majority Leader and seconded by Hon Mike Onyekwere Ukoha, the House dissolved to quasi plenary for the purpose of allowing the Commissioner for Finance present the Breakdown of the proposed Abia State 2022 Budget.
The Commissioner for Finance was therefore ushered into the hallowed chamber by the Sergeant-At-Arms and gave the budget breakdown.
In a motion moved by the Majority Leader and seconded by the Minority Leader, the House reverted back to full plenary.
H.A.B. 50: The Abia State of Nigeria 2022 Appropriation Bill of 2021.
A Bill for a Law to make provision for the appropriation of the sum of N147,787,781,300.00 (One Hundred and Forty-Seven Billion, Seven Hundred and Eighty Seven Million, Seven Hundred and Eighty-One Thousand, Three Hundred Naira Only) for the services of the Government of Abia State of Nigeria for the year ending 31st December, 2022.
The sponsor of the Bill, Hon Solomon Akpulonu explained the importance of the Bill saying it is a simple one which bothers on the effective running of the State Government.
After contributions from Rt Hon Kennedy Njoku and Rt Hon Chikwendu Kalu, the Speaker personally charged the Chairman, House Committee on Appropriation to ensure that every detail in the Bill is taken into consideration.
The Speaker therefore committed the Bill to the Chairman and Members of the House Committee on Appropriation and they are to report back to the House in the next two weeks.
ADJOURNMENT
Hon Solomon Akpulonu, Majority Leader of the House, moved that plenary be adjourned to another Legislative Day.
The Minority Leader, Hon Chijioke Chukwu, seconded the motion.
Plenary was therefore adjourned to Monday, 20th December, 2021.
