The Abia State House of Assembly Commenced Plenary today after the Adoption f the Votes and Proceedings of Monday 13th July 2020.
The Speaker Rt. Hon Chinedum Enyinnayq Orji read a Letter from the Office of the Governor on the 2020 Revised Budget Appropriation Bill.
The Letter was signed by the Deputy Governor of Abia State, Rt.Hon Ude Oko Chukwu for the Governor, Dr Okezie Ikpeazu.
MATTER OR URGENT PUBLIC IMPORTANCE.
Hon. Barr Emeka Okoroafor , Member Representing Isiukwuato State Constituency brought a Matter of Urgent Public Importance on the urgent need to fix the failed spots on Uzuakoli -Ahaba Imenyi section of Umuahia-Uzuakoli-Ahaba Imenyi-Ohafia -Arochukwu Road.
“Mr Speaker, just yesterday, members of this honourable House that visited my hometown Ovim could not have their way back”, he informed.
He said Isiukwuato was yet to feel the impact of several interventions of the State Government.
“Mr Speaker, I am afraid of a possible unrest by the good people of Isiukwuato if something is not done urgently”
PRAYERS:
(1) That the House mandate the State Government to direct the Ministry of Joint Projects or any agency responsible for management and execution of projects with the fund to as a matter of urgency and importance mobilize to site and fix the failed portions of the road without delay.
However, after the Speaker, Rt. Hon Chinedum Enyinnaya Orji, sought clarifications from Hon Emeka Okoroafor on the issue of unrest, but the lawmaker said he was appealing and calling for an urgent intervention on the affected road
RESOLUTION:
(1) Call the attention of the Federal Road Maintenance Agency (FERMA) to the Deplorable state of that Road.
(2) Urge the Abia State Road Maintenance Agency (ABROMA) to carry out palliatives on the road.
“A permanent solution on that Road should be done by FERMA while ABROMA carry out immediate intervention on it” the Speaker Stated.
NOTICE OF PRESENTATION OF BILL.
H.A.B 22: The Abia State of Nigeria 2020 Revised Appropriation Bill Sponsored by the Majority Leader, Hon Solomon Akpulonu.
The House passed the Bill into First Reading.
The House amended its Order Paper to accommodate the Second Reading of the Bill.
In leading the debate, the Majority Leader, Hon Solomon Akpulonu called on the Lawmakers to support the speedy passage of the Bill into Law.
After contributions by Lawmakers, the House committed the Bill to the House Committee of the Whole with one week to tender its report.
The House entertained the Reports of the House Committee on Public Accounts and Anti Corruption on the Accounts of the Seventeen (17) Local Government Councils and Education Authorities in Abia State.
The Chairman of the Commitee and Member Representing Umuahia East State Constituency, Hon Chukwudi Apugo, presented the Committee’s recommendations to the House.
With the Motion of the Majority Leader, the House adopted the Committee’s recommendations. The Report was thereafter committed to the House Committee of the Whole for further legislative action on a future Legislative Day.
The House also entertained the Report of the House Committee on Trade, Investment and Industries on H.A.B 6: A Bill for a Law to establish the Abia State Consumer Protection Agency and for other Matters Connected therewith.
The Report was Presented by Hon Emeka Okoroafor for and on behalf of the Committee Chairman, Hon Munachim Alozie.
The Committee recommended the passage of the Bill into Law
The House adopted the report as presented by the Committee’s representative.
The House adjourned Plenary to resume on Tuesday, July 21, 2020.
