N52m Contract Fraud: Abia SSG Eme Okoro goes Into hiding as EFCC Invites SEEDC boss, others

The EFCC has invited Mr Onyemaechi Chukwuemeka Evuka, the CEO of the CBN/South East Entrepreneurship Development Center (SEEDC)  Program, and Mr Okechukwu Austin Emeh of Petmobel hotel Umuahia who has already reported to the Eastern regional office of the EFCC in Enugu, over  their involvement in the SEEDC N52m Contract Fraud committed against Phrenemos International Ltd. 

A report by Eastwindnews revealed that Mr Evuka and Austin Emeh  are alleged to have impersonated the Phrenemos International LTD’s Board, forged the company’s Board resolution and through the assistant of one Miss Emuchay Glory of UBA PLC Factory road branch in Umuahia, who was the company’s account officer at that time, fraudulently manipulated the Phrenemos bank account with UBA, and carried out fraudulent withdrawals from the company account.

The said Emuchay Glory fraudulently replaced the Phrenemos details in the account with that of Mr Nnabu N Evuka(late) the Team Leader of the CBN/EDC Committee and SSA to Gov Okezie Ikpeazu on One Stop Shop.

She fraudulently added Mr Onyemaechi Evuka and Austin Emeh as signatories to the company’s account where she allowed Mr Onyemaechi Evuka to sign as the company chairman and director while Austin Emeh signed as company Secretary, without the knowledge, approval, or authorization of the company, and  despite haven carried out a cooperate search on the account with the search report from CAC prooving the two has no Relationship with the company.

Mr Onyemaechi Chukwuemeka Evuka and Austin Emeh are neither shareholders nor Directors to Phrenemos International Ltd, they did not provide the bank with any appointment letter or authorization from the company Board to act in such capacity, which shows that Emuchay Glory could not have perpetrated this fraudulent act alone without the Branch management being involved.

What is the logic behind UBA’s acceptance of Mr Onyemaechi Evuka’s signing as a Director on the board resolution of a company he is neither shareholder nor Director to,  introducing himself and Mr Okechukwu Austin Emeh as  signatories to the company’s account.

Does the UBA banking policies approve such act?

How Did such act scale through the UBA’s Branch management despite the CBN’s banking rules?

Miss Emuchay Glory as we gathered also took the company Cheque booklet to Mr Nnabu N Evuka(late) who invited his younger brother Mr Onyemaechi Chukwuemeka Evuka and Austin Okechukwu Emeh who came and signed the entire blank Phrenemos Cheque Leaves, which is still in the custody of the area command Umuahia as it was recovered from Mr Nnabu N Evuka during the search conducted by the area command am his house at Ehimiri, Umuahia.

Recall that Engr Emma Uche Adimoha, the CEO of Phrenemos International Ltd had last year September taken UBA PLC to the Lagos High Court where the case is being heard.

A source from UBA told our reporter that the court had mandated UBA to provide Miss Emuchay Glory, Mr Onyemaechi Chukwuemeka Evuka, and Mr Okechukwu Austin Emeh by next hearing of the case.

We also gathered that the company had already removed Mr Onyemaechi Evuka and Mr Austin Emeh as signatories to the account, and also removed  Glory Emuchay as the account’s officer, and transferred the account out from the Umuahia Branch of UBA PLC.

Our source from the govt house revealed to us that the SSG Dr Eme Okoro had gone into hiding again since the EFCC’s arrest of the Accountant General Of Abia state. Also recall that he was invited twice by the ICPC Abuja, and he also sent his lawyer severally to abuja.

The SSG Dr Eme Okoro whose office suppervised the SEEDC Projects as we gathered played a major role in the fraudulent diversion of the SEEDC contract funds. He instructed the CEO of Phrenemos International Ltd to open the UBA account as a directive from the gov for easy flow of funds,  for prompt delivery of the project since the state govt banks with UBA. They also invited Miss Emuchay Glory of  UBA to open the account.

Beside the sum of two million naira which was deposited into the Phrenemos UBA account from the office of the SSG Abia State on the 23rd of Dec 2015, which was immediately, fraudulently stolen  by Mr Nnabu N Evuka(late), Mr Onyemaechi Chukwuemeka Evuka, Mr Okechukwu Austin Emeh, And Miss Emuchay Glory.

Mr Nnabu Ndukwe Evuka(late) who was the Team Leader of Abia State CBN/EDC Committee and the SSA to Gov Okezie Ikpeazu on One Stop Shop,  in his statement at the Area Command Umuahia,  accepted to have fraudulently received the sum of Ten million naira in cash on behalf of Phrenemos International Ltd from Dr EME Okoro the SSG with Mr Okechukwu Austin Emeh acknowledging same with his signature at the Area Command, Umuahia.

Hence,  only Dr Eme Okoro and the govt house can account for the remaining part of the Fifty Two Million Naira contract sum. And the funds released by CBN for the SEEDC program.

Our source also revealed that the office of the Chief of Staff to Gov Okezie Ikpeazu last week received an invitation from the ICPC, inviting the Chief of Staff to report to the ICPC Headquarters, Central Area, Abuja with all  the relevant documents on the SEEDC contract.

A source from the EFCC told our reporter the agency would leave no stone unturned in its investigations before prosecuting the case, considering the President Buhari and the EFCC boss’ Commitment to fighting corruption.

ICPC on their part as we gathered  are almost concluding their investigations and would be prosecuting soon, while the Abia command of the DSS is still carrying out their investigations.

The police had to conclude their investigations Februari 2015 halfway due to pressures from Gov Okezie Ikpeazu to drop the case, though  Arraignment Notice was issued to some of the suspects .

THE SEEDC N52m Contract Fraud Case has become a wild fire in Abia,  burning without control.
